The voice of business in the GLCCA
The creation of the new Greater Lincolnshire Combined County Authority offers unparalleled opportunity for our area.
Its ability to unite those who influence, who innovate and who deliver to create better and stronger futures for all is clear to see. However, to truly deliver on that ambition we must ensure that we do indeed unite our communities’ business leaders, and that the GLCCA listens, discusses and moves forward with deliverable schemes and solutions that can support our existing economy and grow for the future.
Key priorities of the GLCCA are to ‘turbo charge business growth’, to improve the adult skills offer across the authority footprint, to support the building of good quality homes and to improve infrastructure and public transport. There is a determination to ensure the potential of the area is delivered, from the Humber to the Wash. To do this we need to work in partnership with business through a new Economic Advisory Panel.
The investment to support the development of these priorities is now being devolved down from central government with a £720m investment pot over the next 30 years.
With the first meeting of the GLCCA board now held, and the Mayoral election on Thursday 1 May, there is now a desire to get the work of the Economic Advisory Panel underway as soon as possible.
It is hoped the panel will see a whole range of our businesses represented – from the leaders of our larger corporations to the owners of medium and small enterprises. This support is vital and the success of the GLCCA’s work will be of benefit to all. Please do take the time to get involved – we cannot do this alone but together we can achieve.
The role and purpose of the Economic Advisory Panel
Insight
- act as the lead business voice to the Authority and the Mayor
- represent key sectors for Greater Lincolnshire
- identify key opportunities to engage with the business community on influencing priorities with Government.
Influence
- work with the Authority and the Mayor to shape thinking on short and long-term issues of importance to businesses and the region’s economic future
- influence the development of proposals for strategy and key policy for Authority consideration
- support the Authority to prepare the region’s economic assessment and evidence base
- sit as the strategic business voice to the Authority, the Mayor, Authority Boards and Officers
- play an integral role in the development of economic growth strategy iterations for the Authority
Advocacy
- ensure that the region’s economic needs and strengths are heard and considered by local and national decision makers
- individually act as sector champions for their areas of expertise
- utilise personal networks to grow Greater Lincolnshire’s connections nationally and internationally
Engagement
- engage specific business sectors, as and when required, to provide advice, guidance and responses to consultation
- lead engagement with local and national networks
- support stakeholder engagement with Authority officers on specific pieces of work
About the Economic Advisory Panel
The panel will be a non-political advisory panel to both the GLCCA and to the Mayor. Membership of the panel will be aligned to priority areas, with a diverse and inclusive makeup representing a good geographical and sector balance.
We are seeking 10 panel members from the private sector, for a three-year term.
One of those private sector panel members will also be appointed as Chair of the panel.
There will be 12 panel members in total, including a Chair:
- 10 panel members appointed from the private sector, one of whom will be Chair
- one panel member representing a Business representative Organisation
- one panel member representing the education sector
The Chair will also be appointed as an Associate Member (non-voting) of the GLCCA Board.
Meetings will be held quarterly, with the first meeting expected to be held in September 2025.
Who we are looking for
We are seeking to appoint ten senior business leaders to our Economic Advisory Panel (EAP). Business leaders will represent businesses of different types and sizes from across Greater Lincolnshire.
Senior business leaders who are a resident or have business operations within Greater Lincolnshire.
Businesses representing our priority growth sectors:
- agritech and food
- clean energy
- ports and logistics
- defence
- advanced manufacturing
Businesses which collectively represent all areas of Greater Lincolnshire, including urban, rural and coastal.
Businesses representing our core sectors:
- education
- housing and construction
- transport and infrastructure
- small business
- visitor economy

Economic Advisory Panel member - role profile
About the role
A voluntary role with a term of three years, to support the elected Mayor and Combined County Authority in growing the economy of Greater Lincolnshire.
As a panel member, you will:
- shape the economic growth agenda for Greater Lincolnshire
- influence strategic thinking, policy, and funding decisions for Greater Lincolnshire
- advocate across different sectors, geographies, and business types, locally, regionally and, when required, at national level
- create an environment where local business can flourish and grow our economy
Commitment
As a panel member, we will ask you to:
- attend quarterly EAP meetings; we anticipate these will be half a day each meeting
- travel to the meetings held in different venues across Greater Lincolnshire
- read papers and prepare for meetings, anticipated to be 0.5 day per month or equivalent
- maintain your local currency as an expert in your sector
Three of the panel members will also be asked to support GLCCA Boards - one panel member to support the GLCCA Business & Infrastructure Board, one to support the GLCCA Employment & Skills Board and one to support the GLCCA Transport Board.
The additional time commitment required is anticipated to equate to an additional 0.5 day per month or equivalent.
Remuneration
Panel membership is a voluntary role and therefore does not attract a financial payment. Travel expenses are paid.

Applicants should be willing to provide the required time commitment to the Economic Advisory Panel and have the following skills, experience, and outlook.
Experience needed
- hold a significant leadership appointment in a business which has local, national, and, or international profile, and is based in or operates within Greater Lincolnshire
- involvement with and, or serving on groups or boards of senior executives.
Skills
- analytical thinking and evidence-based problem solving with the ability to quickly understand, analyse, and distil complex issues to contribute to strategic discussions
- strong interpersonal and communication skills, being articulate and passionate
- influencing and networking skills, with connections to decision makers in government and industry
- dynamic and successful representative for their sector
- able to individually act as sector champions for their areas of expertise, leading on engaging with local and national networks, bringing insight into GLCCA discussions, and supporting stakeholder engagement with GLCCA officers on specific pieces of work
- natural collaborators, being knowledgeable and strongly committed to working in a partnership environment working across the private sector, public sector and social enterprises

About the role

- read papers and prepare for meetings, anticipated to be 1 day per month or equivalent
- maintain your local currency as an expert in your sector
Remuneration

All panel members must comply with the GLCCA’s code of conduct and complete a register of interest form. The registers of interest are published and reviewed annually.
To maintain continuity and a functioning panel, as well as allowing for succession planning, several of the panel (to be determined and agreed by the panel) shall be considered for reappointment each year.
