Procurement for devolved Adult Skills

The Greater Lincolnshire Combined County Authority (GLCCA) has commissioned Lincolnshire County Council (LCC) to design and deliver the procurement for devolved Adult Skills in Greater Lincolnshire.  Procurement is being done via an Open Framework administered through the PANACEA portal.

The framework application stage closed on 9 January 2026 and suppliers have been appointed, as published on Find a Tender Service. Framework agreements are currently being finalised with successful suppliers.

Under current planning assumptions, LCC is providing the following information to support suppliers in making informed decisions regarding potential participation in upcoming opportunities. This information is indicative only, does not constitute a call for competition or commitment to procure, and may be subject to change. Final requirements will be confirmed in the call-off documentation issued via PANACEA.

  1. It is currently anticipated that initial call-offs may focus on Lot 2, covering delivery across Greater Lincolnshire and all Sector Subject Areas.
  2. The expected approximate value range for the programme is between £2,000,000 and £5,000,000.
  3. Minimum and maximum contract sizes are expected to be £150,000 and £1,000,000 respectively.
  4. In line with framework requirements, bidders will be expected to hold Matrix accreditation and be able to submit Individualised Learner Records (ILR) on a monthly basis.  
  5. The call-off is not expected to be issued before late April 2026. The closing date is anticipated in May, with outcomes expected in June and a contract start date of 1 August 2026. Contracts are expected to be for an initial period of one year. All dates are indicative and subject to change.

Lincolnshire County Council may also issue its own call-offs, separate to the process described from 1-5 above and LCC contract holders have access to TERMS. Eligible suppliers will be notified of all opportunities via the PANACEA portal.

All call-offs will be administered through PANACEA using the framework, with invitations automatically issued to all eligible suppliers in accordance with the framework rules.

Suppliers are reminded that only the information issued as part of the formal call-off process via PANACEA will constitute the official procurement documentation.
