Growth Development Fund

A £1.5 million Growth Development fund to support councils across Greater Lincolnshire

The Growth Development Fund is a £1.5 million programme created by the Greater Lincolnshire Combined County Authority (GLCCA) to help Local Authorities develop strong, investment‑ready proposals that will shape Greater Lincolnshire’s economic future. It supports early development work such as feasibility studies, technical assessments, surveys and initial design, helping councils build high‑quality business cases for future investment.

Purpose of the Fund

The Fund enables councils to carry out the detailed preparatory work needed to move projects from concept to delivery. This includes feasibility and viability studies, master‑planning, legal and planning assessments, economic analysis and business and financial planning. This early work helps ensure projects are deliverable, affordable and aligned with strategic priorities before progressing to later development stages.

The Fund supports GLCCA’s wider ambitions to improve transport, skills, infrastructure, business support and sustainable economic growth across Greater Lincolnshire.

Funding 

Local Authorities can apply for up to £100,000 for eligible development work. In exceptional circumstances, projects up to a total value of £150,000 may be considered. All applications must include 20% match funding, usually provided in cash. Applications will be reviewed by the Technical Officer Group (TOG).

What the fund cannot support

The Fund cannot be used for capital works, construction, equipment purchases, land acquisition, contingency costs, wage incentives or idea‑only concepts with no prior development work. It also cannot support costs incurred before the date of allocation or work that falls under statutory duties. Highways development work is excluded for the first four years due to separate Government funding.

Who Can Apply

The Fund is open to all Local Authorities across Greater Lincolnshire. Projects must show strong alignment with the GLCCA Corporate Plan and local priorities, and demonstrate clear potential to unlock future investment. Applications should also include any relevant supporting evidence, such as previous studies, assessments or feasibility work.
