Greater Lincolnshire sets out ambitious vision for growth and prosperity

Greater Lincolnshire Combined County Authority (GLCCA) is aiming high in its Corporate Plan with ambitions to raise living standards, grow the local economy and secure more powers and funding.   

The plan sets out the key priorities for the Authority in transport, employment and skills and business and Infrastructure, and has been developed with the public and private sector in Lincolnshire. 

Building on the first step of devolution taken in the last six months, is working GLCCA toward Established Strategic Authority status, unlocking additional resources and powers to ensure decisions are made locally and in the best interests of residents.  

In the Autumn Budget, Lincolnshire was awarded an additional £52 million from the Local Growth Fund for 2026–2030 to boost regional productivity for business and skills and invest in infrastructure. This funding - only available for Mayors - will complement the £720 million investment fund secured through devolution, and other streams unlocked through devolution to accelerate projects and deliver tangible benefits in the corporate plan across Greater Lincolnshire. 

Mayor of Greater Lincolnshire, Dame Andrea Jenkyns, said: “Our Corporate Plan sets out a strong vision for a bolder, better, brighter Greater Lincolnshire. At its heart is a commitment to improving connectivity through a modern, efficient transport network. We will upgrade roads, enhance rural bus services and strengthen rail links to ensure residents and businesses can travel easily and sustainably. 

“Creating jobs and developing skills is central to our ambition. By investing in training we will equip our workforce for future growth, close skills gaps and open pathways to high-quality employment. Alongside this, we will support local businesses through targeted investment and innovation, fostering entrepreneurship and attracting new investment to drive economic growth. 

“Our approach puts Lincolnshire people first. We will engage with communities, prioritise local needs and together with our partners deliver services that reflect residents’ aspirations. Together, these priorities will deliver prosperity, opportunity and an improved quality of life for all who live and work in Greater Lincolnshire - making our region a better place to live, work, and visit 

In just over six months of operation the GLCCA has been shaping the way forward for housing, adult skills and jobs and transport infrastructure and its major projects include: 

  • Investing £1.5 million to establish the Lincolnshire Institute of Dental and Oral Health (LIDOH). This is a major new initiative which aims to tackle Lincolnshire’s severe shortage of dental professionals and increase patient access to NHS dental care. 

  • Hosting The Great Exhibition for Lincolnshire which attracted more than 90 exhibitors from across Lincolnshire and beyond with more than 1,100 delegates booked to attend. 

  • Establishing the Enhanced Water Partnership aimed at ensuring homes and businesses are protected and essential resources are in place to support expansion. 

  • Setting up an Economic Advisory Panel of industry leaders in key sector including agri-tech, the visitor economy, retail and ports. 

  • Developing business cases for major projects in key sectors. 

The Mayor added: “This plan is about creating a Greater Lincolnshire where decisions are local, jobs are better paid, businesses thrive and communities are connected - making Greater Lincolnshire a better place to live, work and visit.”
