Greater Lincolnshire unveils ground-breaking Mayoral Budget
Bold and transformative new Mayoral Budget
Greater Lincolnshire has today launched a bold and transformative new Mayoral Budget that accelerates Greater Lincolnshire’s ambitions for better transport, stronger skills, and longer-term investment—using the full powers of devolution to deliver improvements where residents, business and communities need them most.
The 2026–27 budget for the Greater Lincolnshire Combined County Authority sets out a clear, future focused budget plan that prioritises major transport upgrades, high quality training opportunities, and strategic investment across the county.
Key initiatives include the first Transport Hubs in North Hykeham and Gainsborough, veterans and care leaver bus card significant improvements to the A16 and A46, the development of a Mayor’s Digital Academy, the opening of the new Lincolnshire Institute of Dental and Oral Health, and undertaking preparatory work on key proposals such as a Trades College, Advanced Manufacturing Zones, Defence and Ag-Tech Centres.
Powered by the freedoms that devolution brings, the budget aims to ensure every community—from rural villages to coastal towns—benefits from decisions made closer to home.
Mayor of Greater Lincolnshire Dame Andrea Jenkyns said:
“This budget is the moment Greater Lincolnshire steps out of the shadows and takes control of its own future.
For too long, decisions about our county were made elsewhere—through an urban lens that left our rural and coastal communities behind. Devolution has changed that.
“We now have the powers, the voice and the ambition to deliver real improvements: better transport, skill training, stronger businesses and infrastructure built for the long term.
She confirmed that residents in Greater Lincolnshire will not see a mayoral precept increasing their council tax payments this year.
The budget includes new Transport Hubs, major road upgrades, a renewed focus on skills, and fresh investment in business and communities across the county—ensuring opportunity is within reach for every area of Greater Lincolnshire.
Since the election of the Mayor, Greater Lincolnshire has already begun unlocking opportunities that were previously out of reach. This year, the Combined Authority has secured £53 million in Local Growth Funding through direct negotiation with Government, enabling accelerated investment across the county. A further £20 million is being secured to expand adult skills programmes, including employer-led Skills Bootcamps. In addition, Greater Lincolnshire now benefits from a long-term transport budget of £131 million, supporting sustained improvements to connectivity and infrastructure.
The Mayor has further strengthened Greater Lincolnshire’s national and international standing by launching Transport for Greater Lincolnshire, establishing the national Rural Transport Group, and delivering a successful Great Exhibition that boosted trade links with the United States, India, Taiwan and Qatar.
The Budget for 2026 - 27 was formally approved today at a meeting of the Greater Lincolnshire Combined County Authority.
